L.A. Ports to collect Clean Truck Fee
Effective February 18, 2009 the Port will collect the CTE Fee
Although the Federal Maritime Commission is pursuing a court injunction against the Los Angeles and Long Beach ports over its Clean Truck Program, it agreed to let the ports begin collecting a clean truck fee Feb. 18.
On Feb. 11, commissioners met with port officials to discuss their concerns that the program is anti-competitive. The Port-Check Agreement is an agreement among the ports and private marine terminal operators that provides the means by which the ports collect the clean truck fee.
The FMC also determined to require parties to the port fees service agreement to file special monitoring reports with the commission so it can be closely monitored.
The fees go toward replacing trucks as part of the ports’ plan to bar the oldest trucks from the ports with newer ones.
